October 1 2010 – The Department of Health and Human Services recently took public comments on two proposed rules on important facets of the Patient Protection and Affordable Care Act, the health care reform law passed in March 2010. Ibis submitted comments on both the rules for Group Health Plans and Health Insurance Issuers Relating to Coverage of Preventive Services and the rules for Pre-existing Condition Insurance Plans. In our comments on preventive coverage, we use findings from our studies on access to contraception for low-income women and young adults after health care reform in Massachusetts to support a recommendation that contraception be included in the preventive health care package. In the comments we submitted on pre-existing conditions, we use findings from our work investigating Medicaid funding for abortions in cases of rape, incest, or life endangerment to support a recommendation that the administration remove the current restriction on abortion coverage in the Pre-existing Conditions Insurance Plans.
